Dear BRC Action Alert Subscriber,

The National Park Service (NPS) is developing an Off-Road Vehicle (ORV) Management Plan/Environmental Impact Statement and regulation for Cape Lookout National Seashore (CALO).

The NPS recognizes that ORVs, if allowed, must be regulated in a manner that is not only consistent with applicable law, but also appropriately addresses resource protection (including protected, threatened and endangered species), public safety and potential conflicts among the various CALO users.

Executive Order 11644 of 1972, amended by Executive Order 11989 of 1977, requires certain federal agencies permitting ORV use on agency lands to publish regulations designating specific trails and areas for this use. Title 36, section 4.10 of the Code of Federal Regulations implements the executive orders by providing that routes and areas designated for off-road vehicle use shall be promulgated as special regulations. Section 4.10 also provides that the designation of routes and areas shall comply with E.O. 11644 and with section 1.5 of Title 36 of the Code of Federal Regulations.

Public input is a key component in this multi-year planning effort, and in the successful development of the ORV regulation and plan. Local, regional and nation-wide public participation is encouraged. There will be several opportunities for public participation during the planning process, including upcoming meetings on the Draft Plan and Draft Environmental Impact Statement June 17-19, 2014.
